Application Process

Applications may be submitted online via the CitizenServe portal, in person, or by mail. Applicants are encouraged to use the checklist included in the application. Complete applications are required for processing. Incomplete applications will be returned.

Apply Online

Online applications are the fastest and most convenient way to apply for a permit. To apply for a permit online, please visit the portal:

The CitizenServe Online portal contains submittal requirements, approval steps, and additional information to complete the permit process.

Existing Contractors - If you have an existing license in our system, then your account was set up automatically. DO NOT CREATE A NEW ACCOUNT. Contact our office at permits@franklincountyflorida.com to request your log in information.

New Contractors - If you have never had a franklin county license, you will be required to create an account.

Homeowners - If this is your first time using the portal, you will be required to create an account.

Online application submissions will be processed within 3-7 business days. Any required corrections will result in a processing delay.

Building department staff do not have access to view your user account. If you need assistance navigating your account, please reach out to technical support at 1-800-325-9818 ext. 1. The technical support team has access to see your account and are specially trained to teach you how to use the system.

Apply In-Person or By Mail

To apply for a permit in person or by mail, please stop by and pick up a paper application or visit our Documents page and find the appropriate form under the Permit Applications section:

General Information

Contractors - Contractors are required to maintainan active status in our system in order to apply for permits. This includes keeping a current copy of their state license and a certificate of insurance (liability and workers compensation) on file with the building department.

Homeowners - Homeowners are allowed to act as a contractor without obtaining a Contractor License. However, they must follow all local, state, and federal requirements. Franklin County follows the Florida Building Code. Owner builders are held to the same standards as contractors.

Utilizing our CitizenServe Online Portal provides complete access to your electronic file for every step of the process. This is the fastest and most convenient way to apply for a permit or search existing permits.
